Charles Wood seeks input on response rates and the use of course evaluations

Like many other universities, ours went to an online course evaluation system several years ago. As expected, response rates have steadily declined.

Because course evaluations are one metric of teaching effectiveness for promotion and tenure decisions, low response rate has become an issue.

What number or % of respondents is too small for a set of course evaluations to be considered valid?

I would appreciate any of your input, articles, or experiences on this question.
